A grey mist covers the mountains surrounding Watauga Lake in Butler, Tennessee. Lake Watauga, located in southeastern Tennessee, was created in the 1940s by the Tennessee Valley Authority for hydropower generation and flood control. Roughly half of the lake's shoreline lies within the Cherokee National Forest and cannot be developed.
